and samuel tucker elementary run on a modified calendar, which put students back in the classroom this morning. these students will be in class for nine weeks and then have a three-week break. some schools in fairfax and arlington counties also began today. >>> it could soon cost you more to hail a taxi in the district. the city council has lifted a $19 cap on taxi cab rides that start and end in the district. cab drivers have called for this since last june. that's when the switch to the metered fare system took place. the council removed the gap as part of the fiscal 2010 budget plan. >>> we're following breaking news out of baja, california, right now. a powerful earthquake has rocked mexico. the 6.9 magtude quake was centered 331 miles southeast of tijuana, but set off alarms as far away as phoenix. there are no immediate reports of injuries or damage. it hit around 2:00 this afternoon eastern time. just minutes after two other quakes were felt. pat? >>> meanwhile, back here at home we're getting a bit of a break from that humidity today. but a break for how long? veronica joh

precautions because you can get burned justify as much on a generally cloudy day as on a sunny day. tucker, have i said that the right way? >> i think it was okay. >> what is the ron why we get burned through the clouds? >> because uv radiation penetrates the clouds, it will penetrate the atmosphere and it burns our skin. it gets into our skin and causes chemical reaction and we start to burn. we can try to protect our skin and then we burn. today's uv index is very high. you will burn quickly. >> i think we just forget about it. we don't use the protection when it is cloudy. are out in t sun, you're like i better be careful. >> here is what i would generally say. you correct me if i'm wrong. if it is cloudy and it is cloudy enough that it is raining, if you are out in the rain, you don't have to worry about it too much. if it is like a partly cloud whether i day, treat it as if it is sunny. >> wear it like your lotion. >> that's right. especially during the summertime. so thank you. hopefully, we helped some people, julie wright included. if you have a question yo uwany answered, go to my
